He doesn't cut weight to fight in lower weight classes, like Silva that walks around at 215 pounds(heavyweight). Fedor even fights guys out of his weight class, 300 lbs plus and he doesn't ask them to cut weight to 265 pounds like Brock has to do in the UFC. Unless Silva beats Fedor he should never be ranked higher than Fedor. I doubt Silva could even beat Tim Silvia, Arlovski or big Nog. There is no debate for #1 that is Fedor(230 lbs).
